NEOM will be the first independent special free zone within the Kingdom of Saudi Arabia (KSA). It is projected to emerge as a leading global hub that exemplifies the future of human civilization by offering its inhabitants an idyllic lifestyle combined with exceptional economic prospects.

The NEOM Authority will be responsible for governing the NEOM region. The Authority will implement a competitive regulatory and policy framework for business and commerce, coordinate public and private opportunities for accelerated growth, and ensure that safety, environmental protection, and livability standards are second to none. The NEOM Authority Environment Department will create the policies and standards that will enable NEOM to achieve its environmental and sustainability goals and the overall vision of developing the region “in harmony with nature”.

The NEOM Authority Environment Department is searching for a dynamic and experienced business professional to fulfill the role of Senior Business Manager. This is an exciting and unique opportunity for an experienced career professional with highly developed business management and strategic planning skills.  This role will be critical in the implementation of the Environment Department’s internal business processes and capabilities and supporting the NEOM Authority’s objective of becoming the most efficient governing body in the world.

The role will include but not be limited to:

  • Supporting the transition of the NEOM Authority from set-up through to operating as a world-class governing authority
  • Developing and overseeing Department-wide business processes and procedures, and coordinating their implementation
  • Supporting the individual business units by implementing internal business processes
  • Representing and advocating on behalf of the Department in Authority-wide business processes
  • Monitor internal implementation of business processes and support the Head of Department with integrating and reporting on Department business performance
  • Identifying and strategically managing important relationships between senior team members and other internal stakeholders
  • Serving as a business, systems, and relationships expert, handling inquiries and developing action plans to address them
  • Designing and coordinating capacity building, professional learning, and team-building opportunities
  • Assisting with the preparation and dissemination of internal and external communications
  • Serving as a liaison between staff, executives, senior leaders, and the Authority Chief of Staff, regarding the Authority environment, employee well-being, proposals, and project updates
  • Collaborating with the Human Resources Department regarding new hires, including documentation and onboarding, and collaborating to address and resolve employee concerns
  • Overseeing administrative staff to ensure effective and efficient administration of Department operations (eg., managing calendars, generating correspondence, maintaining hard copy and electronic files, planning and coordinating sector meetings and scheduling facilities)
  • Managing projects and employees that support the broader Department operations (e.g., office procedures, document management, communications)
  • Developing and managing external framework agreements to support the Department’s delivery of the annual work program and support the effective business operations of the Department

BACKGROUND, SKILLS & QUALIFICATIONS

Knowledge, Skills, and Experience

The Senior Business Manager should have strong leadership skills and a proven track record of simultaneously managing a variety of functions, working under an advanced regulatory system on major- or, preferably, mega-projects.

The candidate must have:

  • At least 10 years of senior operational experience in a government agency or complex business environment and working at a level where he/she has taken responsibility for the coordination of organization-level strategic planning activities
  • Strong commercial acumen demonstrated while serving as a trusted confidant and advisor
  • Experience leading a range of business support functions (e.g. Chief Operating Officer of a small to medium-sized enterprise)
  • Proven ability in promoting operational efficiency in core business operations while ensuring support functions work in an aligned and coordinated way
  • Highly developed interpersonal skills for managing and influencing a large range of internal and external stakeholders
  • Expertise in advising senior executives in optimal business structures
  • A creative and agile approach to managing workplace challenges
  • A proven ability to motivate staff and provide appropriate developmental opportunities that increase operational performance
  • Business experience in an environmental field is desirable.
