Summary
- Create and manage the spatial data model for the water network.
- Create and manage the spatial data model for natural water resources, including wells, wadis, dams, springs, and relevant water resource monitoring.
- Assist in spatial analysis and mapping for emergency hazard response, such as flood, contamination, or spills.
- Monitor that the metadata is maintained as per the required standard
- Set up processes and procedures to migrate/capture water network designs and as-builts in GIS
- Set up processes and procedures for reflecting plan, design, construction, and as-built phases of the water network in GIS
- Set up processes and procedures to associate sensor information with GIS
- Design thematic maps, dashboards, and reports
- Set up processes and procedures for data collection
- Create standards to ensure data quality of the water network
- Deploy processes for QA and QC
- Advice the clients of the Water team for reviewing, designing, and implementing GIS requirements from them
- Support other sectors and department in any technical guidance inquiry or requirement that involves direct relation between GIS and Water
Key Accountabilities and Responsibilities
- Support Data Architecture Manager on all GIS related initiatives, including but not restricted to;
- Support by providing input and feedback to the Data Architecture Manager into the Strategic map and plan of the GIS information model roll-out
- Supporting and executing projects and initiatives coordination activities led by the Data Architect Manager
- Provide accurate and timely status of the different GIS activities
- Ensure the correct implementation of the GIS initiatives in the role of crucial internal consultant and developer
- Support the governance process of the NEOM corporate GIS standard across the sector
- Be the liaison point between Water and the NEOM corporate GIS business owners and technical owners (engineering standards and IT)
- Stay on top of the latest developments in spatial technologies and architectures, and the GIS field
- Ensure the understanding of the Water Sector of GIS administrative practices, coordinate systems as well as knowledge and experience in GIS data creation, conversion, and editing
- Assist to develop Partnerships and work with Support functions to implement contracts
- Assist Business Partners to implement technology into NEOM strategy
- Collaboration between all departments in Energy, and overall NEOM
- Collaboration between Business Development areas
- Analysis and Due Diligence of Key Acquisitions targets
- Working with Support functions to secure the Business Growth
- Encouraging other employees and NEOM stakeholders to take an active part in the energy transition
Education & Experience
- Bachelor or higher degree in Geomatics Engineering, GIS, geography, environmental science, IT, or closely related natural science field, with a master’s degree in a similar field a plus.
- Advance GIS skills, including data analysis abilities.
- Excellent written and verbal communication skills.
- Strong analytical and problem-solving skills.
- Proficient computer skills including Microsoft Office suite and Adobe products.
- Familiarity with Saudi Arabia and/or Middle East cultures and governance systems
- Solid experience maintaining and operating an Esri Enterprise GIS.
- Experience in creating maps using ESRI products.
- Experienced in creating and managing spatial database models.
- Experienced in communicating GIS requirements to engineering draftsmen.
- Experienced in ArcGIS Database versioning and archiving workflows. Preferably on a MS SQL database
- Experience in working in projects involving integrating GIS with other systems
- Desirable knowledge of middleware, ETL, and workflow platforms
- Desirable knowledge or awareness of IoT, SCADA, or similar sensor platform
- Experience in documenting processes, procedures, and standards.
- Experience with Esri ArcGIS Enterprise platform and software suite
