Position: Head of Engineering and Technology Division

Reports to: Director of Department of Communications & Connectivity

Role Purpose: 

The Head of the Engineering & Technology Division has the key role to create and operationalize this Division, including:

  • Oversee R&D activities – propose and manage the R&D function implementation plan and coordinate R&D activities internally with stakeholders such as the Department of ERI, externally and manage the related partnerships
  • Structure the organization, recruit and motivate the team
  • Support all Divisions of the DCC with their Engineering & R&D requirements
  • Coordinate Technology R&D activities across other NEOM Technology stakeholders
  • Perform such other responsibilities as the Director shall determine, within the scope of the powers and responsibilities of the Department.

KEY ACCOUNTABILITIES & ACTIVITIES:

As Head of Engineering and Technology, you will be leading the NEOM Authority Technology & Digital R&D function. You will be responsible for driving R&D in the areas determined to be crucial for the NEOM Authority to further develop either directly or through partnerships. You will be the liaison to the KSA base economy in areas of Technology R&D.

Some core responsibilities for the Head of Engineering and Technology:

  • Conduct or fund engineering research to advance the interests and quality of life of NEOM residents and visitors, solve public problems and advance the state of the art of technology generally.
  • Facilitate the work of telecommunications technology incubators in NEOM.
  • Promote data sharing and exchange and the use of analytic tools to provide actionable insights to the public and to NEOM stakeholders.
  • Advise other divisions within the NEOM Department of Communications and Connectivity and the Director directly with respect to engineering and technology matters and in particular regarding policy enablement programs for strategic areas
  • Coordinate with Base Economy Authorities as appropriate on technology and engineering matters, through the NEOM Office of Government Affairs established in the NEOM Authority Procedures Law.
  • Coordinate with the technology leads for each of the other sectors in NEOM with respect to their digital applications and their use of the NEOM digital infrastructure.
  • Perform such other responsibilities as the Director shall determine, within the scope of the powers and responsibilities of the Department.
  • Develop infrastructure plans – When a policy enablement program requires infrastructure the team will ensure that the infrastructure is available according to the milestones laid out in the implementation plan
  • Provide Engineering and technical architecture support to the digital masterplan team ensuring full transparency, fulfilment of NEOM Authority and sector requirements and alignment
  • Recommend structural host for the technology area – As the technology matures it will in many cases require a long-term host within NEOM, to that end the team will recommend where and how the technology area is vested within the NEOM structure.

Qualifications and Experience.

    • Degree in Science, engineering or equivalent
    • 10 to 15 years of experience leading an Engineering, Technology or R&D function
    • Demonstrated results in effectively navigating complex organisations
    • Experience of having led large-scale engineering programs with significant transformational impact on a global scale
    • Deep and broad knowledge across telecoms, automation and Cloud-native SW
