NEOM Authority is aiming to disrupt the existing models and set a new standard for governance in the world, institutionalizing the Authority of the future, which is digitally native, adaptive, lean, and citizen and business-centric.

The Director of the Office of Compliance is the head of the Office and to ensure that all granted activities are compliant with NEOM laws and regulations in the fields of construction and licensing from the initiation of the works to decommission of the buildings or closure of the activity.

KEY ACCOUNTABILITIES & ACTIVITIES:

The candidate for Director of the Office will work across teams to establish procedures and processes to:

  • Establish a system that detects changes on the ground, while minimizing human intervention and site visits, and utilizing artificial intelligence and advanced surveying tools.
  • Guide the Authority and the planning regulations by creating a framework to ensure that officers in the Department adopt a consistent and effective approach to land compliance throughout NEOM.
  • Detect instances of non-compliance and notify the relevant stakeholders and responsible authorities.
  • Ensure complaints are resolved within a reasonable amount of time.
  • Review the execution and materialization of masterplans, LUPs, and all other development.
  • Create a list of violations to be shared publicly.
  • Collaboration with the municipal inspectors to control on-site activity.
  • Validate that the commercial activity is following the approved permit without a site visit.
  • Investigating all possible infractions to the law, planning regulations, or any approved plan.
  • Deal with the procedure to determine fines and fees.
  • Ensure the payment of fees.
  • Ensure the compliance of the full life cycle of permits, from the utilization and occupancy of the land or development, until the decommission and expiration of the said permit.
  • Ensure correlation and compliance across departments
  • Ensure correlation with environmental objectives
  • Build strong relationships with the Neom Company and Authority
  • Stakeholder engagement
  • provide experience and input to another workstream as necessary to ensure a lean fit-for-purpose organization
  • Provide administration reporting for the Department to the Authority
  • Perform the expected director tasks as per NEOM policy in terms of budgetary forecasts and financial management, negotiation of contracts, expenses, and leases.
  • Manage staff recruitment, staff performance assessment individually and as a team, provision of bespoke technical training, adequate allocation of accounting services as well as resolve employee concerns, including counseling and discipline appraisals

BACKGROUND, SKILLS & QUALIFICATIONS:

Knowledge, Skills, and Experience:

  • Minimum 10 years of experience in authority compliance
  • Understands public regulatory structures and demonstrates experience interfacing with regulators and stakeholders
  • Holds strong analytic assessment capacity understanding the severeness of the subject and the Office’s action social impact on safety and transparency
  • Demonstrates capacity to negotiate with stakeholders to contain risks and encourage remediation with the flexibility to assess modifications due to the greenfield nature of the projects but decisiveness to set responsibility boundaries
  • Experienced in procurement and contracting practices and principles
  • Proficient in English, professional Arabic is an advantage
  • Proficient in English, professional Arabic is an advantage

Qualifications and Experience

  • Bachelors or master’s degree in compliance/administration/law-related subject
  • Membership in a recognized professional association is desirable
