Job Description

The Senior Mechanical/HVAC Engineer (Design) shall lead and co-ordinate the Mechanical/HVAC Design team in the comprehensive review of all design packages related to the project and all enabling sub-projects, with direct responsibility for signing off all Mechanical/HVAC elements of the design packages.

In addition to managing the day to day activities of the Mechanical/HVAC design review team, the Senior Mechanical/HVAC Engineer shall report directly to the Design Review Manager and participate in direct interfaces with all NEOM internal and external stakeholders, to ensure all design packages comply with the relevant international Codes and Standards.

The Senior Mechanical/HVAC Engineer shall also effectively manage the transition of key Mechanical/HVAC team members from the design phase to the commissioning phase and develop a transition plan to be approved by the Design and Commissioning Managers to ensure continuity of expert Mechanical/HVAC input from review through construction start-up to commissioning.

Job Requirements

• Manage and supervise Mechanical/HVAC design review team to comprehensively review all design packages related to the project, and identify and resolve any design/constructability issues that arise through consultation with Projects design team
• Utilize in-depth knowledge and experience of project design to develop review plan, in conjunction with other discipline Senior Engineers and aligned with the agreed design schedule, to ensure all reviews are expedited, in-depth and returned to Design Manager in optimum timeframe
• Deliver high quality, detailed design review for Mechanical Engineering building services and HVAC systems, including calculations, analysis, schematics, drawings, diagrams, models, specifications and other documents required
• Verify all Mechanical/HVAC design calculations in support of HVAC/Infrastructure systems, including but not limited to heat load calculations, duct sizing, chilled water hydraulics, static pressure calculations, equipment sizing & selection, etc.
• Support the Design Manager in confirming design guidelines for Mechanical/HVAC infrastructure and systems standards and codes, to ensure compliance with international standards and NEOM vision and theme
• Lead the recruitment of suitable, qualified Mechanical/HVAC Design Engineers to the team, and assign adequate resources to each design package
• Monitor all aspects of the project to ensure construction is executed as per inspection plan/drawings/codes and specifications, and conformance with the provisions of the contract documents, manufacturer’s instructions and procedures manual
• Closely liaise with counterparts on Projects design team/design consultants to ensure all review comments and recommendations related to all Mechanical/HVAC elements are fully incorporated into the next design iteration
• Provide written sign-off to Design Manager for all Mechanical/HVAC design elements for each stage of the design cycle i.e. 30%, 60%, 90% and IFC; this is a critical task as the next design cycle cannot proceed until the Design Manager has signed and approved the previous cycle.
• Provide recommendations and directions to mitigate and resolve any issues related to Mechanical/HVAC works arising during the respective project cycles.
• Liaise with Design and Commissioning Managers to successfully manage the transition of key Mechanical/HVAC design team members from the design phase to the commissioning phase, in accordance with the transition schedule developed by both Managers
• Participate in developing design review KPI’s and lead/champion their implementation in the team

Knowledge, Skills and Experience

• 13+ years extensive experience in, and understanding of, the design of mega, multi-disciplinary projects (residential, commercial, industrial, marine, aviation etc.)
• Detailed knowledge of, and fully conversant with, all international mechanical/HVAC codes and standards e.g. IBC’s/SBC, ASME/ASHRAE, BS EN 15243:2007, NFPA etc.
• Proven ability in design of Mechanical Building Services and HVAC systems and rationale behind design proposals, with experience in District Cooling plants, Cooling Towers etc.
• Proven knowledge in design of HVAC/Infrastructure Systems including DX (constant & variable), Chilled Water (constant & variable)
• Excellent communicator (verbal and written), able to present confidently to small and large groups, with proven ability to build professional relationships with internal and external stakeholders alike
• Fully computer literate, capable of using specialist building design programs and applications in checking Mechanical/HVAC design standards
• Proficient in Microsoft packages, Outlook, Word, Excel, Power Point, etc.
• Ability to handle and prioritize multiple tasks and projects simultaneously
• As NEOM is in start-up mode with accelerated programs, the Senior Engineer position requires total commitment to achieve key, strategic targets that may require working additional hours
• Strong leadership ability and rational judgement and reasoning skills, with proven ability to communicate effectively at design office, site, management and client levels

Qualifications

• Bachelor’s degree (or higher qualification) in Mechanical Engineering or Building Services Engineering with professional accreditation
• Professional membership of relevant Institute i.e. Professional Engineer (PE), ASME, IME, Saudi Council of Engineers etc.
• Minimum 13 years’ experience in the design of large, multi-disciplinary projects, with 7 years in a design leadership role on a complex project, preferably in the Middle East
• Excellent communication skills, with high standard of English (oral and written)
