NEOM Energy and Water Company (ENOWA) is looking for candidates with International experience to fill multiple vacancies to support greenfield projects related to the master planning, transmission system design, and construction of distribution infrastructure including the Bulk Supply Points (BSPs), Primary Substations (PSSs), the transmission network consisting of OHTL or UG cables operating at 380kV, 132kV and 33kV voltages, the UG culvert and/or tunnels to install HV UG cables, associated protection and control and DSO interface.

Key Accountabilities and Responsibilities

Planning, Design, and Strategy

  • Contribute to the master planning activities of the transmission system design of the high-profile residential/commercial urban development in the NEOM area. This includes, but is not limited to, obtaining agreements with the NEOM Urban Planning, proponents, and Projects teams on the location, size, and interfaces of the transmission substations and associated UG cable systems.
  • Contribute to the design and implementation of ENOWA power grid infrastructure strategic objectives and goals by implementing near-term, medium-term, and long-term solutions at the lowest CAPEX, OPEX, and visibility requirements
  • Lead the design phases of the transmission projects, including construction design of the transmission substations, substation automation and SCADA system, and transmission underground cabling infrastructure
  • Manage the internal and external consultants and drive the work through them in a timely and organized manner
  • Responsible for the right of way for the transmission routes from identification of the routes to the agreements with the internal and external stakeholders
  • Lead the design studies with the internal/external consultants and design teams
  • Review design calculations, drawings, and verification studies submitted by design consultants and obtain agreements with Saudi Electricity Company (SEC) and/or internal stakeholders
  • Provide review feedback in time and proactively engage with both internal and external stakeholders for resolution of review feedback
  • Ensure safety and QC/QA throughout the project lifecycles
  • Prepare project estimates, budget, schedules, and execution plans
  • Share lessons learned with the wider teams.
  • Help develop and implement standards, guidelines, and best practices to ensure comprehensive delivery of expert services, systems, and outcomes
  • Maintains project records, documentation, and communication with internal/external stakeholders

Interfacing with government agencies and investors

  • Develop synergy with local and international organizations with involvement in design and simulation tools to keep ENOWA up-to-date with the digital industry

Knowledge, Skills, and Experience

  • Demonstrated experience in projects involving one or some of the following areas:
  • Master planning activities of the transmission and distribution system design in a high-density urban environment
  • Managing the concept design and design development activities e.g. pioneering, feasibility studies, substation, and cable/OHTL designs
  • Knowledge of the Design and construction of transmission infrastructure e.g. 380/132 kV substations, 132/33 kV substations, underground cabling infrastructure, substation automation, and control
  • Development of the owner’s requirements and technical specifications of the major substation equipment
  • Should be able to write RFPs for various technical studies and/or design works
  • Selection of the HV equipment e.g. Management activities including tracking budgets, status and milestone reports, and client interactions
  • Design and execute test plans, build and qualify test apparatus for use, document methods and assumptions and prepare reports and presentations
  • Must be able to develop and understand single-line diagrams & Instrumentation Diagrams (P&IDs), bill of material, and perform hazards analyses (HAZOP)
  • Able to work independently and in a team

Education & Experience

    • A bachelor’s or master’s degree in electrical or electrical engineering
    • A minimum of 12 years for bachelor’s and 10 years for master of relevant experience
    • Previous work experience in the middle east and large-scale master planning (in an urban environment) will be preferred
