Senior Specialist – Offset Project

Manage the development and implementation of offset projects and programs (carbon, renewable energy certificates, etc.) through managing resources, schedules, and financials and adhering to quality and control guidelines, as well as managing issues and risks to support NEOM’s carbon neutrality vision

Key Accountabilities and Responsibilities

  • Analyze current markets and accreditation standards
  • Assess, develop, and maintain a pipeline for potential offset projects within NEOM, KSA, and globally
  • Carry out technical and financial project due diligence and feasibility assessments
  • Develop and oversee the development and implementation of offset projects throughout the entire project lifecycle in line with relevant international accredited standards, including project charter, integrated project plan, resource plan, contingency plan, and related project management artifacts
  • Develop new baseline and monitoring methodologies where required
  • Oversee and ensure 3rd party project validation and registration
  • Develop Monitoring Management and Quality Assurance Systems in line with relevant Monitoring, Reporting, and Verification requirements and ensure proper monitoring of emission reductions
  • Oversee and ensure 3rd party verification, certification, and issuance of offsets
  • Establish and document project deliverables, plans, resources, and benefits, including through meetings and stakeholder engagement as required, facilitating the development of the project from high-level concept to achievable deliverables
  • Manage budget pipeline development and budget monitoring to ensure adherence to the preset budget and address modification in the following project tasks to compensate in case of over-spending
  • Manage interdependencies and coordination across projects to ensure that information relating to project deliverables, risks and issues are effectively communicated between stakeholders and that key performance indicator are monitored and evaluated
  • Assess and provide risk identification, mitigation or risk avoidance strategies, and other solutions for project delivery and ensure resolving all high-priority project risks as they are encountered
  • Develop project review reports and presentations, including key information, commentary, and recommendations to support the review process and enable stakeholders to evaluate progress and agree on a change
  • Identify and record lessons learned to inform future project activities
  • Organize and supervise the work of the assigned team to ensure that all work within a specific area of the activity is carried out in an efficient manner, which is consistent with operating procedures and policy
  • Provide guidance and on-the-job training for junior colleagues and conduct knowledge sharing to facilitate achievement of team objectives and completion of tasks in an efficient manner that is consistent with operating procedures and policy

Education & Experience

  • Master’s Degree in Engineering or related field
  • Minimum 5 years of experience in project management in energy or environmental-related field
  • Proven track record in developing, implementing, and operating offset projects and programs under international accredited standards
  • Good understanding of offset accreditation standards and relevant energy and environmental technologies e.g. renewable energies, energy efficiency, waste- and wastewater treatment, etc.
  • Proven skills and experience in cost, planning, early projects development, and document control management for projects on a global basis
  • Strong analytical skills, financial modeling abstract problem solving, and logical reasoning
  • Strong organizational and time management skills
  • Strong presentation skills, presentation preparation, and MS Office (Word, Excel, PowerPoint)
  • Ability to work within an established team to achieve targets and goals
  • Excellent oral and written English proficiency
  • Arabic is a plus
