Surface Access Lead – Road, Rail and Sea

Ensures integrity, security, and quality of all the access means on the airport platforms to guarantee the expected level of service for passengers along their journey to and from NEOM.

Key Accountabilities & Activities:

  • Responsible for the airport access development strategy, including roads, rail, and sea.
  • Assess the needs for the road, rail, and maritime network infrastructures, and equipment
  • Responsible for all landside traffic modelization and simulations
  • Define the requirement for all access networks to and from NEOM airports to meet the desired level of service at NEOM airports making the airport a reference as a major multimodal hub.
  • Work with internal stakeholders at the initiation stage to understand strategic objectives and ensure clearly defined scope/objectives.
  • Establish specifications in terms of accesses (road network, seaports, train stations …) to ensure multimodality at the airports.
  • Ensure the conformity of the access infrastructures to International and Local regulations; and security.
  • Act as the focal point for the technical topics related to transportation projects.
  • Act as an accountable business owner for Airport access Projects working closely with the NEOM project team, ministry of transports, and relevant stakeholders.
  • Manage high-level cost evaluation for feasibility assessments for Airport Access Projects.
  • Initiate, manage and maintain comprehensive project documentation with a focus on Time, Budget, Quality, and Performance throughout project lifecycles.
  • Participate in technical meetings related to transportation projects.
  • Work collaboratively with all relevant NEOM departments
  • Maintain day-to-day relationships with key strategic technology players, airport operators, airline operators, and airport specialized providers

Background, Skills & Qualifications:  

Experience:

  • 10+ years of proven experience in the transportation industry with a focus on urban development
  • Experience in airport access network design

Knowledge/skills:

  • Expertise in urban planning
  • Knowledge of roads, rail, and or maritime design standards
  • Interpersonal skills to build effective relationships internally and externally
  • Excellent communicator (verbal and written) and a good command of English and ability to present confidently to small and larger groups

Qualifications:

  • Master’s degree in Urban planning with a specialization in transportation
  • Project Management certification (i.e. Project Management Professional (PMP), IPMA/GPM, PRINCE II)
  • Strong working knowledge of Microsoft Office, especially MS Project, Visio, Excel, PowerPoint, and SharePoint.
  • Industry specialized training is a plus
  • Fluent in English; Arabic a plus
